For the purpose of this chapter, certain terms are defined as follows:
(a) "City" means the area within the corporate boundaries of the City of Milford, and the municipal corporation's duly elected or appointed officials.
(b) “Chlorofluorocarbons (CFC)” means a class of chemical compounds that deplete ozone. (i.e. refrigerators, freezer, air conditioners, dehumidifiers, heat pumps, water coolers, ice machines, and beverage machines).
(c) "Contaminated" includes all those items normally of a recycling nature that contain substance or substances such as paint, turpentine or animal dropping, etc., that render the material to be unmarketable as a recyclable.
(d) "Contractor" means the holder of a lawful contract to undertake under the City's authority, the collection and disposal of garbage, refuse and recyclables. As used in this chapter, "contractor" means the employees or representative of the holder of the lawful contract.
(e) "Composting area" means a properly maintained area that is used for the disposal of grass, leaves, food or other material that will naturally decompose, which is not fermenting, putrefying or odoriferous.
(f) “Eligible Unit” includes all single-family and two-family duplex, and any structures designed for residential purpose by five or less families living independently of each other and only those commercial units currently collected under the City’s waste collection contract where it has been determined that due to site constraints, private collection options other than hand-service are not feasible.
(g) "Garbage" means putrescible wastes, except human excreta, sewage and other water-carried wastes, and includes all vegetables and human offal, and other such substances from private residences, but not to include recognizable industrial by- products.
(h) “Hazardous Waste” includes substances that are toxic to children, pets and the community. (i.e. paint, lawn chemicals, pool chemicals, tires, automobile fluids, and lead acid batteries etc.)
(i) "Household" includes all residential units with curbside service from which garbage, refuse, recyclables or all three are generated.
(j) "Household garbage" means putrescible wastes, except human excreta, sewage and other water-carried wastes, including all vegetable and human offal, and other such substances generated from private residences.
(k) "Large items" means those oversized items which exceed 75 lbs. or are too large and/or heavy to be contained within a designated container.
(l) "Multi-family residential structure" means any unit, including rest homes, contained in a building designed for use for residential purpose by six or more families living independently of each other, and/or, six or more residential structures, clustered in a complex, all of which are required to contract with a hauler of their choice for the removal of garbage, rubbish and large items.
(m) “Property owner” means the legal owner of the parcel.
(n) "Recycling" means any process by which materials would otherwise become solid waste are collected, separated or processed and returned to the economic mainstream in the form of raw materials or products.
(o) "Refuse" includes nonputrescible, nonliquid wastes, such as ashes, cinders, tin cans, glass, bottles, rags, wastepaper, wood and paper boxes.
(p) "Resident" means the head of the family or one maintaining his/her separate living room or quarters in the City, and includes owners, tenants and occupants.
