If the provisions of any section, subsection, paragraph or parts thereof of these Rules and Regulations are declared to be unconstitutional or invalid by the final decision of any court of competent jurisdiction, the provisions of the remaining sections, subsections, paragraphs or parts thereof shall continue in full force and effect.
