925.38 FINAL BILLING.
   When a property owner or his agent issues a request to the Utility Secretary for the disconnection of water/sewer service the Utility Secretary shall issue a work order specifying same; Wastewater Department personnel shall read the water meter and disconnect the water/sewer service by placing the curb box valve in the off position. The property owner or his agent shall be present on the premises when the water is disconnected to certify that the water is indeed off.
   (a)   Water/sewer service may be disconnected upon the request of the property owner or his agent and all such requests shall be directed to the Utility Secretary at the Utility Office during normal working hours.
   (b)   The property owner shall be responsible for payment of the final utility bill which shall be issued during the regularly scheduled billing period. The property owner remains responsible to the Utility Office to supply forwarding addresses or to indicate any changes that might affect the billing procedures.
   (c)   A request for new utility service shall not be honored by the City if the property owner or tenant requesting such service is delinquent in the payment of a utility bill, final or otherwise, or is indebted to the Department in any manner.
   (d)   A disconnection of water/sewer service fee shall be charged to the customer or property owner requesting a final billing if the person requesting the disconnection of service or their agent fails to appear requiring a return visit by City personnel.
