925.33 BILL PAYMENT.
   Utility bills shall be paid in full on or before the due date specified on the bill and failure to receive a utility bill does not relieve the system user of the responsibility to pay for utility service charge.
   (a)   Bills paid after the specified due date and prior to the disconnection of water service shall be subject to a late charge fee to be established by the Finance Director and published from time to time and/or so stated on the face of the utility charge bill.
   (b)   A utility bill is considered paid when full payment is received at the Utility Office located in the City Administration Building (City Hall) and the City assumes no responsibility for late payment of a utility bill that may be occasioned by delays in the mail delivered to the Utility Office by the U.S. Postal Service.
   (c)   In addition to subsection (a) hereof, if payment has not been received by two days before the scheduled shut off day, a shut off notice shall be mailed to the affected party notifying them of the scheduled date for the termination of water service.
   (d)   In all cases the property owner shall be ultimately responsible for the payment of utility service charges regardless of any private agreements with agents or tenants. All late charge fees or other applicable fees that may result from the failure to pay a utility bill, including reconnection of water service fees, shall be paid in full by the property owner.

   (e)   Any net bill not paid within eighteen days of the billing date shall be charged at the gross figure which is five percent (5%) additional.
