Utility service charges shall be based upon the total gallons of metered water for the applicable period.
(a) Water meters shall be read during the odd numbered months (January, March, May, July, September and November) by personnel bearing proper identification. Meter reading shall begin on or before the fifteenth of the specified months.

(b) The City reserves the right to change the meter reading schedule in relationship to frequency, geographical location of meter settings, split population reading or alternate actual readings with estimated readings; any one or combination of several strategies for the reading of meters may be employed by the City. Before any change of the standard procedure as described in subsection (a) hereof, the residents shall be informed in writing by the City of any projected change pertaining to meter reading.
(c) Bills shall be issued on or before the tenth of the even numbered months (February, April, June, August, October and December) by the Utility Department under the direct supervision of the Finance Director.
(d) Should there be a change in the meter reading strategy as described in subsection (b) hereof, there shall of necessity be a corresponding change in the billing procedures; nevertheless, no change in the billing procedures shall be implemented until the residents are so informed in writing by the City.
