Every person whose premises are served by a sewer service connection and which discharges sanitary sewage, industrial wastes, water or other liquids other than normal strength sewage either directly or indirectly into the City's system shall be charged and shall pay a sewer service surcharge in addition to the conventional sewer service charge and in accordance with the applicable ordinance by which the particulars of the surcharge are established.
(a) The cost of maintaining an IWPT program, as required by Federal regulations, shall be recovered from the industrial users subject to the requirements of the program. For no reason or at any time shall the general public be required to directly or indirectly defray the cost of an IWPT program for any discharger in general or particular.
(b) The Finance Director shall establish and maintain a cost accounting system for the identification of the costs associated with the implementation of an IWTP program; such system shall include, but not be limited to the following:
(1) Administration costs;
(2) User monitoring, sampling, testing and reporting costs; and
(3) Costs for special treatment of industrial waste pollutants that are compatible pollutants but excessive in concentrations or in volume.
