There shall be a minimum charge to all system users to be paid at the rate established by the applicable ordinance.
(a) Minimum charges reflect the fact that systems shall be maintained and services provided regardless of the volume of wastewater discharged by any system user.
(b) When houses are vacated or residents go on an extended vacation, the system user shall be responsible for the minimum charge if the water to the premises remains on and the property owner or his agent shall be responsible to pay the minimum charge bill in accordance with established procedures.
(c) The resident may, in anticipation of an extended vacation of the premises, request that the water service to the property be turned off in accordance with Section 925.13
(a) and may thereby be relieved of the responsibility to pay the minimum charge.
