925.11 SYSTEM PURPOSE; CONNECTIONS REQUIRED IF SYSTEM AVAILABLE.
   The public sewers (sanitary and combined) and the wastewater treatment plant are provided, operated and maintained by the City for the expressed purpose of protecting public health, safety and general welfare.
   (a)   The owner of all houses, buildings or properties used for human occupancy, employment, recreation or other purposes, situated within the City or in any area under the jurisdiction of the City, and abutting on any street, alley or right of way in which there is now located a public sanitary sewer, is hereby required at his expense to install suitable plumbing and toilet facilities therein and to connect such facilities directly with the City's sewer.
   (b)   When a property owner is advised, in writing, that a public sanitary sewer is available for access, the property owner shall be given six months from the date of the written notice of advisement to make the necessary sewer service connection to his property at his expense.
   (c)   At such time as a public sanitary sewer becomes available to a property served by a private sewage disposal system, a direct connection shall be made within the same time frame as mentioned above, in accordance with the specifications of the City and at the expense of the property owner who shall pay all applicable fees associated with such connection.
