925.08 SUBDIVISIONS.
   For preliminary plan requirements for the development of a subdivision within the incorporated limits of the City or in an area to be annexed to the City the developer is directed to the City Subdivision Regulations.
   (a)   Final plans and specifications for a subdivision which includes a sewage collection system, shall be submitted to the City Engineer for approval prior to commencement of construction. No final plans shall be approved by the City Engineer without consultation with the City Manager, the Director of the Wastewater Department and appropriate City department heads.
   (b)   The developer shall submit no less than four complete sets of plans and specifications, including design calculations and sewage flow projections, for the proposed subdivision with one approved set to be returned to the developer. All plans and specifications submitted for approval shall be fully detailed so as to assure adherence to reliable construction methods and shall be stamped by a registered professional engineer. Further, the plans and specifications must conform to all specifications of the City as provided by the City Engineer and shall include locations of all utilities with their respective easements that are to be reserved for the indicated utilities including easements to be reserved for connection to the City's systems or for planned future utility locations.
   (c)   No reviews or approvals shall be made by the City Engineer until a full submittal has been made unless indicated otherwise. If revisions are required the submittal shall be returned with an appropriate explanation and the applicant shall make the revisions and resubmittal.
   (d)   The payment of all fees, inspections and final acceptance of constructed utilities shall conform to the details of Section 925.07 (c) through (i), inclusive.
   (e)   During construction no departure from the approved plans and design specifications shall be made until a request for a change is submitted to the City Engineer and formally approved by same.
   (f)   The City may accept ownership and assume responsibility for the operation and maintenance of the constructed utility upon completion provided that acceptance of such utility is recommended by the City Manager, the Director and City Engineer and that the utility has been inspected and subjected to proper testing to assure the over-all integrity of such constructed utility.
   (g)   Performance bond and maintenance bond requirements shall conform to the details of Section 925.07 (j) and (k).
