925.06 SERVICE CONNECTIONS.
   The minimum size, slope, alignment and materials of construction of a service connection and the methods to be used in excavating, placing of pipe, jointing of pipe, testing and backfilling the trench shall conform to the requirements of these Rules and Regulations, Building and Plumbing Codes of the City or its designated representative. In the absence of specific provisions or in amplification thereof, the materials and procedures set forth in appropriate specifications of the ASTM or the WPCF Manual of Practice No. 9 shall apply.
   (a)   The sewer tap at the City's sewer line and the entire length of the sewer pipe extending from that tap to the building drain shall be known as the "service connection"; this connection, including the sewer tap, shall be installed, maintained, repaired or replaced by competent personnel at the property owner's expense.
   (b)   Standard cleanouts shall be required at the property line and at a minimum of 100 feet.
   (c)   The connection of the building sewer into the City's sewer line shall conform to the same requirements as specified in the first paragraph of this section. All connection shall be gastight, watertight and subject to inspection by the Director of the Wastewater Department, City Engineer or their designee; the property owner or his agent shall notify the Director when the building sewer is ready for connection to the City's sewer line and the actual connection shall be made under the supervision of the Director unless indicated otherwise.
   (d)   The sewerage system of the City or any system in any area under the jurisdiction of the City shall be under the control of the Director with the ultimate responsibility of the Wastewater Department vested in the City Manager.
   (e)   No unauthorized person shall uncover, make any connection with or opening into, use, alter or disturb any part or appurtenance of the City's sewerage system without first obtaining all necessary permits and make all necessary plan submittals to the office of the Utility Secretary or the City Engineer. All permits with the payment of all applicable fees shall be obtained and paid for in advance of any physical connection to the City's sewerage system.
   (f)   The property owner or his agent shall make application for a permit to install a service connection on a form provided by the City. The permit application shall be supplemented by any plans, specifications or other information considered pertinent in the opinion of the Director or the City Engineer.
   (g)   The property owner shall present all necessary easements or maintenance agreements to the Director at the time application is made for permission to install a service connection unless approved otherwise and the property owner shall indemnify the City from any loss or damage that may directly or indirectly be occasioned by the installation of the service connection.
   (h)   The service connection shall be brought to the building at an elevation not less than two feet above the crown of the sewer main to effect gravity flow to the City's system. In all buildings in which the building drain is too low to permit gravity flow to the City's system, wastewater carried by such building drain shall be lifted by an approved means and discharged to the building sewer for gravity flow to the City's system.
   (i)   Once the permit to install a service connection has been approved and prior to release of that permit a street opening permit shall be purchased from the Utility Office located in the City Administration Building for the site specified in the original application.
   (j)   No person constructing a sanitary sewer or service connection to a sanitary sewer shall leave the same open, unsealed or incomplete in such a manner as to permit storm or subsurface water to enter such sewers or to increase danger to traffic, pedestrian or vehicular.
   (k)   The Director, in concert with the City Manager, may refuse to issue a permit for a new service connection to the City's system if there is a demonstrable lack of capacity in the downstream facilities including treatment plant capacity for BOD, suspended solids, COD or phosphorus removals. Capacity shall be determined on the basis of design criteria previously approved or established for the treatment plant by OEPA.
   (l)   Every building which is a source of the heretofore described normal strength wastewater shall be provided with a separate and independent service connection. In the case of industry, several buildings may be served by one building sewer provided such sewer is adequately sized and provided it is approved by the Director and the City Engineer.
   (m)   Grease and oil interceptors shall be required when, in the opinion of the Director, City Engineer or their designee, such interceptors are necessary for the proper handling of liquid waste containing floatable grease, fat, oil, blood, sand or other harmful constituents. All interceptors shall be of a type and capacity approved by the Director, City Engineer or their designee and shall be readily and easily accessible for cleaning and inspection. Grease and oil traps shall be constructed of impervious material capable of withstanding abrupt and extreme changes in temperature. They shall be substantial watertight construction and equipped with easily removable covers which, when bolted in place, shall be gastight and watertight. Where installed, the owner at his expense shall maintain all interceptors, in continuously efficient operations at all times. The owner of the interceptor shall provide the proper removal and means of disposal, which shall be subject to review by the Director or his designee. The Director or his designee, bearing proper credentials and identification, shall be permitted to enter upon all properties for the purpose of inspection, observation, measurement, sampling and testing, in accordance with the provisions of the Chapter.
