925.05 SYSTEM COMPOSITION AND PURPOSE.
   (a)   System Composition. The sewage system of the City consists of a trunk line, collection sewers (sanitary and combined) laid in streets, alleys, right of ways and easements with one wastewater treatment plant. The location of same, including all appurtenances thereof, is shown on maps, plans and drawings on file in the offices of the City Manager, Utilities Director and City Engineer.
   (b)   Purpose. The purpose of this system is to provide for the collection and treatment of sanitary wastewaters and such industrial wastewaters as are deemed acceptable by these Rules and Regulations in order to protect the health, safety and general welfare of the residents of this City.
      (1)   System users shall comply with these Rules and Regulations as well as all applicable City ordinances, State and Federal laws.
      (2)   The Director of the Wastewater Department shall be responsible for the collection of pertinent information on the nature and characteristics of wastewaters discharged into the sewerage system for the stated purpose of protecting the system from abuse or damage and to ensure proper protection of operating personnel.
      (3)   System users shall cooperate with the operation of the Wastewater Department by providing information, when requested by the Director, on the nature and characteristics of their wastewater discharges. Failure to provide requested information to the Director in a timely manner or refusal to provide information shall be deemed as a violation of these Rules and Regulations and may result in the termination of water service until the requested information is provided to the Director.
      (4)   System users who propose to change the nature or characteristics of their wastewater discharges shall notify the Director of that intention in advance of the change; the system user shall comply with all applicable pretreatment standards that the Director may impose to satisfy the existing requirements of the U.S. E.P.A. or Ohio EPA.
