These Rules and Regulations set forth uniform requirements for the efficient operation and maintenance of the City's Wastewater Department in conformance with the requirements of applicable City ordinances, State and Federal laws.
(a) Authority for Ohio cities to develop, implement and enforce rules and regulations for a publicly owned utility is provided for by Ohio R.C. 729.49 et seq.
(b) Authority for Ohio cities to develop, implement and enforce rules and regulations for an industrial waste pretreatment program (IWPT) is provided for by Public Laws 92-500, 95-217 and specifically, Federal regulation 40 CFR, subchapter N, part 400 et seq.
(c) The Environmental Protection Agency, United States and Ohio, require the efficient operation and maintenance of a publicly owned utility as described in the parameters and limitations of the National Pollutant Discharge Elimination System permit (U.S. EPA Permit #OH0020451 and OEPA Permit #1PC00005*DD; actual permit numbers are subject to change). The stated requirements envision the development, implementation and enforcement of rules and regulations for the specified utility.
