In the event the owner does not trim or remove any plant, grass, or weeds, or any part thereof, in accordance with the provisions of this chapter, then the City Manager is authorized, and it is declared to be his duty, to have the provisions of this chapter enforced, and to cause to be trimmed or removed any plant, or part thereof, and cut and removal all grass and weeds.
