(a) Adequate warning shall be given by anyone making a street opening, trench, sidewalk or driveway apron to all persons using the street or sidewalk. Such warning shall consist of, but not be limited to, warning lights, barricades and rails during the period of the required work.
(b) When any street opening or trench is made not more than one side of such street shall have the sidewalk blocked at any time.
(c) All permit holders shall be responsible for any loss resulting from failure to comply with this section.
