(a) Restoration of any street opening, trench, sidewalk or driveway apron shall be made under supervision of the City Engineer. The individual applying for a permit shall, before the issuance of the permit, provide a bond, running to the City, with a surety, the sufficiency of which is to the satisfaction of the City Engineer. Surety shall be conditional upon the proper restoration of such work and the maintenance for a period of one year from the completion of all permanent restoration.
(b) Temporary restoration of any street opening or trench shall be completed in a satisfactory manner immediately after the purpose for which the opening or trench was made.
(c) Permanent restoration shall be completed within three months thereafter.
(d) Any street opening or trench shall be back-filled from the depth of such opening or trench with compacted bank run to the depth of the surface material which shall be of the same material as the existing surface prior to the opening.
(e) Restored surfaces shall meet the existing grade at the time of restoration.
