913.01 COMPLIANCE REQUIRED.

It shall be unlawful to make any street opening or trench in any street, sidewalk, alley or public way; or, make the cutting of curbs for drive aprons; or the construction of sidewalks; or the moving of houses over the streets, alleys and thoroughfares of the City, except in accordance with the procedure and conditions as hereinafter provided.
