No person shall obstruct or permit the obstruction of any gutter so as to impede the passage of water flowing in such gutter in any City street. Wherever a property owner maintains a pipe in the gutter of a street abutting his premises, by virtue of a special permit issued, such owner shall at all times keep such pipe free and clear of obstruction.
