For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
AUTHORIZED EMERGENCY VEHICLES. Vehicles of the Fire Department, police vehicles, and such ambulances and emergency vehicles as are designated or authorized by the Chief of Police.
CROSSWALKS. The portion of a roadway ordinarily included within the prolongation of curb and property lines at intersections, or any other portion of a roadway clearly indicated for pedestrian crossing by lines or other markings on the surface.
CURB. The extreme edge or lateral boundary of a roadway whether marked by curbing or not so marked.
DOUBLE PARKING. The standing of a vehicle upon a street at the rear of another vehicle which is parked diagonally at the curb, or the standing of a vehicle upon a street alongside and parallel to another vehicle which is parked parallel at the curb.
INTERSECTION. The part of a street where a street joins another street at an angle, whether or not it crosses the other street, and shall include the full width of the street between the curb lines, extended, of the intersecting street.
OFFICIAL TRAFFIC SIGNS AND SIGNALS.
(1) All signs, signals, markings, and devices not inconsistent with the law placed or erected by authority of a public body having jurisdiction for the purpose of regulating, warning, or guiding traffic.
(2) The term also includes a flag person or a sign, signal, marking, or other device temporarily placed or erected by a person working upon, along, above, or under a highway installing or maintaining a public service facility and which is necessary to or required to warn, direct, or otherwise control traffic during the time of work or when a hazard exists.
OPERATOR. Any person who is in actual physical control of a vehicle.
PARKING. The standing of a vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading and unloading merchandise or passengers.
PEDESTRIAN. Any person afoot.
PRIVATE ROAD OR DRIVEWAY. Every road or driveways not open to the use of the public for purposes of vehicle travel.
RIGHT-OF-WAY. The right of one vehicle or pedestrian to proceed in a lawful manner in preference to another vehicle or pedestrian approaching under such circumstances of direction, speed, and proximity as to give rise to danger of collision unless one grants precedence to the other.
ROADWAY. The portion of a highway improved, designed, or ordinarily used for vehicular travel, exclusive of the berm or shoulder.
SIDEWALK. The portion of the street between the curb lines or lateral lines of a roadway, and adjacent property lines, intended for the use of pedestrians.
SNOW ALERT.
(1) May be declared any time the City Administrator, or his or her designee, determines that the accumulation of ice or snow or temperature or wind reasonably necessitate snow plowing, snow removal, or winter pavement treatment options.
(2) SNOW ALERTS will be communicated by one or more of the following media sources: KMSD Radio, KSFY Television, KDLT Television, KELO Television, Code Red Emergency Notification System, City Administrator and Police Department Facebook pages, and/or the city webpage.
(3) SNOW ALERTS will remain in effect until snow removal operations have been completed curb to curb, or a subsequent announcement has been made on one of the above-mentioned media outlets removing the SNOW ALERT.
STREET. The entire width between the boundary lines and of every way publicly maintained when any part thereof is open to the use of the public as a matter of right for purposes of vehicular travel.
TRAFFIC. Pedestrians, ridden animals, herded animals, and vehicles while using any street for the purpose of travel.
VEHICLE. Every device in, upon, or by which any person or property is or may be transported or drawn upon a street, excepting devices moved by human power or used exclusively upon stationary rails or tracks.
