(A) The city shall estimate the wastewater loads to be contributed to the wastewater system for the ensuing year for each classification of user.
(B) In estimating these loads, consideration shall be given to expect increases or decreases in waste load contributions, which shall be added to or subtracted from the waste load contributions billed during the previous year.
(C) The loads shall be determined for the following parameters: flow, in 100 cubic feet per year; BOD, in pounds per year; and total suspended solids, in pounds per year.
