Water will not be turned on to any building or private service pipes except upon the order of the City Council or its duly authorized agent, nor until the applicant has paid for the connections from the street main to the street line. Plumbers are strictly prohibited from turning water into any service pipe except upon the order or permission of the Public Works Director or its agents. This rule shall not be construed to prevent any plumber from admitting water into test pipes, and for that purpose only.
