§ 51.110 METER OWNERSHIP; CARE.
   The water meter, remote, and water meter couplers and accessories are the property of the city. Initial cost of the meter and accessories is assessed to the property on the building permit according to meter size, and current meter and coupler prices. A record of these prices shall be available at the office of the City Finance Officer, or his or her representative. Meter size will be one size smaller than the service line. Meters must be installed in an area free of frost and water. The city retains the right of entry access to the meter for purposes of reading and maintenance. Normal maintenance and updating of the meter, remote, and accessories will be provided by the city with no additional costs to the property owner after the initial cost. The cost of repair or replacement of the meter, remote, couplers, and accessories which caused by freezing or where otherwise damaged by the act or neglect of the owner occupant or agent shall be paid by the owner or occupant. In case of neglect or refusal to pay the same on demand, the water supply may be turned off until the fee is paid. Property owners will allow the Water Department to install outside remotes in a location easily accessible for meter readers. Any property owner wishing to purchase a water meter from sources other than the city’s Water Department must receive written approval from the city’s Water Department regarding size, type, and brand.
