All persons owning property abutting streets, alleys, and avenues in the city which property has heretofore been connected with the existing water supply mains on the streets, alleys, and avenues of the city shall, whenever any new water supply mains are constructed on any of the streets, alleys, and avenues abutting any of said property, the use of the existing water mains on the streets, alleys, and avenues shall be discontinued, installed, or caused to be installed new water connections running from the new water supply mains to the curb box on the abutting property.
