§ 51.071 TAPPING COST PAYMENT.
   All service pipes and connections from the water main to the curb stop-cock at the outer edge of the sidewalk shall be made by the owner. The cost of making the tap to the distribution water system together with the cost of all labor, necessary pipe fixtures and connections shall be calculated based on actual footage and shall be paid for by the owner of the property desiring to be supplied with city water. Any damage, breakage, leaks, or defaults which may occur in the service pipes or connections shall be repaired and paid for by the owner of the property using the service pipes and connections wherever the service pipes and connections may be located. The water service line, which includes the service pipe, curb stop valve and stand (access) pipe, and the corporation or saddle attaching the service pipe to the city water main are owned by the property owner.
