All persons taking the water shall keep their own service pipes, stop-cocks, and apparatus in good repair and protected from frost, at their own risk and expense, and shall prevent any unnecessary waste of water. All the expense relating to the introduction of water into buildings or private premises shall be paid for by the applicant.
