§ 51.039 AUTHORITY OF PUBLIC WORKS DIRECTOR, CITY ADMINISTRATOR, OR BOTH TO PERMIT REASONABLE USE OF WATER.
   The City Public Works Director, City Administrator, or their representative, shall have authority to permit a reasonable use of water in any case necessary to maintain adequate health and sanitation standards.
