§ 154.388 PARKING.
   (A)    Parking, storage, or use of major recreation equipment.
      (1)   No off-street parking of motor vehicles, recreational vehicles, watercraft, or trailers should be permitted in the required front yard of any residence except as follows:
         (a)   Upon a driveway providing direct access to the garage or rear yard;
         (b)   Upon any other driveway provided that it is no wider than 22 feet; or
         (c)   Upon the yard area between the driveway and the nearest side lot line.
      (2)   No such equipment shall be used for living, sleeping, or housekeeping purposes when parked or stored on a residential lot, or in any location not approved for such use.
   (B)   Parking and storage of certain vehicles. Automotive vehicles or trailers of any kind or type which are inoperable or without current license plates or shall not be parked or stored on any zoned property other than in completely enclosed buildings.
   (C)   Off-street parking requirements. Except in the “B2” Central Commercial District, off-street motor vehicle parking and loading spaces shall hereafter be provided on the same lot as, and in the number stated, for each use set forth in the schedule of minimum off-street parking and loading requirements in Table 17.26.03 below. In the event the minimum number of spaces specified cannot be reasonably provided on the same lot as the principal use for which the spaces are required, the Board of Adjustment may permit such spaces to be provided on other off-street property within 300 feet of the entrance to such principal use.

* The Board of Adjustment may decrease the minimum required parking spaces by taking into account on-street parking and common or public lots.
 
   (D)   Design and maintenance.
      (1)   Individual parking spaces shall contain a minimum of 250 square feet per parking stall.
      (2)   Minimum parking setbacks from property lines and buildings located on adjacent properties shall be five feet.
      (3)   All parking areas shall be surfaced with a durable; all weather surface material, graded to dispose of surface water and regularly cleaned and maintained.
      (4)   Off-street parking (except in parking or development districts) shall be on the same site as, or under common ownership with, the structure it is intended to serve and shall not occupy more than one-half of the required front yard setback of any building.
      (5)   Parking lots shall be 56 feet wide for 45-degree angle parking, 60 feet wide for 60-degree angle parking, and 65 feet wide for 90-degree angle parking.
      (6)   Each space shall be designed to allow the exit of the car therein without first moving another car.
   (E)   Off-street loading requirements. The following minimum requirements apply to loading areas:
      (1)   No open, exterior loading facility shall be located between the principal structure and the street (loading facility includes dock, berth, and maneuvering area) except in “I2” District;
      (2)   Loading areas, parking bays and access cave shall be surfaced with a durable all-weather surface material and shall be so graded to dispose of surface water; and
      (3)   All berths shall be screened from view from the street by plant materials, walls, earth berms, or fences, except in “I2” District.
