The Planning Commission shall elect its Chairman from among its members for a term of one year with eligibility for re-election and may fill such other of its offices as it may create in a manner prescribed by the rules of such Commission. The Planning Commission shall hold at least one regular meeting every six months and shall adopt rules for transaction of its business and keep a record of its resolutions, transactions, findings, and determinations which shall be a public record. The Planning Commission may appoint such employees as it may deem necessary for its work whose appointment, promotion, demotion, and removal shall be subject to the same provisions of law, including Civil Service Regulations as govern other corresponding civil employees of the municipality. The Planning Commission may also contract with city planners, engineers, architects, and other consultants for such services as it may require. The expenditures of the Planning Commission, exclusive of those made from funds received by it, shall be within the amount appropriated for the purpose by the City Council which shall provide the funds, equipment, and accommodations necessary for the Planning Commission’s work.
