(A) The City Council shall establish the water rates for residential, commercial, and industrial users of the municipal water system by resolution based on the methodology as follows.
(1) A minimum base charge per month per meter for water services for all property actively supplied by the municipal water system.
(2) The base minimum charge per month for multiple dwellings shall be established at the minimum base charge per unit contained within the multiple dwelling.
(3) Each mobile home actively supplied by the municipal water system, whether located on an individual city lot or within a trailer park, is considered an individual unit and shall be charged the minimum base charge.
(4) In addition to the minimum base charge, there shall be a charge for each additional cubic foot of water as reflected by the water meter each month.
(5) No permanent ongoing water service shall be furnished to any customer at a rate that is different from the other customers of the same class or type.
(6) Water service shall be provided to users outside the municipal boundaries at the same rate as that charged to users within the municipal boundaries.
(B) The City Council shall review the rates established by this section annually at the July meeting and may adjust the water rates by resolution.
(C) The rates established hereunder shall be in effect until such time as the City Council adopts a resolution to adjust the rates pursuant to this section.
