The purpose of the “B3” Highway Business District is to:
(A) Serve the needs of the highway user and the automobile, and in so doing to establish appropriate locations along major streets and highways for highway and automobile-related retail and service establishments in locations which will not cause undue traffic congestion; and
(B) Permit development of highway service centers in the appropriate locations shown in the Comprehensive Land Use Plan.
