§ 153.25 GENERALLY.
   It shall be unlawful for each day any person demolishes or wrecks a building or structure, unless such person shall first have obtained a razing permit from the Building Official and has complied with the following.
   (A)   The permittee is required to submit plans and a complete schedule for demolition. No work shall be done until such demolition permit is approved.
   (B)   Buildings with water and sewer connections must receive permit approval from the Water and Waste Water Departments that the utilities have been disconnected and inspected as per city specifications. Permittee shall be responsible for notifying other utilities of such anticipated demolition.
   (C)   The permittee shall, at all times during demolition and removal of debris, erect and maintain barricades so as to protect the public from damage or injury to persons or property by reason of the demolition and removal of the building.
   (D)   The permittee shall, within the time prescribed in the permit, or any extensions granted thereto, shall remove all debris, materials, and rubbish, and fill all excavations to existing grade at the building site so that the premises are left in a safe and sanitary condition. Fill material shall not contain degradable material. The City Administrator will review the demolition site to approve project completion.
