(A) The Parks and Recreation Board, through the Park and Recreation Department is empowered to conduct wholesome, constructive, recreational, or cultural activities and programs that will employ the leisure time of the people. For such purposes, it is empowered to enact policies, rules, and regulations to ensure effective management of the Park and Recreation Department in planning, establishing, developing, maintaining, and operating parks and recreational facilities owned or controlled by the city. It is empowered to conduct these recreational activities on said properties or on any other properties with the consent of the owners thereof.
(B) As an agent of the city, the Parks and Recreation Board shall have the power to employ Department personnel as is necessary to carry out Department functions, subject to the approval by the City Council.
(C) The Parks and Recreation Board shall have the power to set fees and rates for recreational programs and facility use. However, monies collected from these fees and rates shall be deposited with the city.
(D) The Parks and Recreation Board, working together with the Recreation Facilities Manager, Finance Officer, and other personnel as requested by the Parks and Recreation Board, shall annually prepare and finalize a budget to be submitted to the City Council. Upon approval, the Parks and Recreation Board is empowered to oversee the administration of the provisions of the budget by the Park and Recreation Department. In addition to municipal funds approved by the City Council, the Parks and Recreation Board may receive or solicit donations, bequests of money, property, or other gifts to be used for temporary or permanent uses for playgrounds, parks recreational programs, or other related purposes.
(E) The Parks and Recreation Board, working together with the Recreation Facilities Manager and other personnel as requested by the Parks and Recreation Board shall prepare and submit to the City Council, an annual report on Department operations. The Parks and Recreation Board shall also submit any other reports as may be requested by the City Council from time to time.
(F) The City Council may repeal any action taken by the Parks and Recreation Board.
