(A) Pursuant to SDCL 9-38-90.1 (1981 Rev.), there is established a Parks and Recreation Board. The Board shall consist of nine persons serving without pay, all of whom shall be residents of the city. One member of the City Council will act as a liaison between the Parks and Recreation Board and the City Council. Terms of office of the nine appointed members shall be for four years, except that initial appointments shall be made in such a way that the terms of two or three members shall expire annually, dependent on the year, beginning in 2021. Terms of office shall run concurrent with the appointment of municipal officers.
(B) The terms of the Parks and Recreation Board vacancies shall be filled by Mayoral appointment and City Council approval. Vacancies other than those created by expiration of a term shall be filled for the remainder of that term. Immediately after appointment, Board Members shall meet and organize through the adoption of by-laws.
