§ 32.35 ESTABLISHED; MEMBERSHIP.
   There is established a Police Department in and for the city, which shall consist of a Chief of Police and such number of police officers as from time to time the Mayor may appoint, subject to the approval of the City Council; provided, however, the Mayor may appoint extra police officers in case of emergency.
