§ 32.22 FIRE CHIEF; DUTIES.
   (A)   The Fire Chief shall, in all cases of fire, have sole and absolute control over all the members of the Fire Department and also have power to call in the assistance of any citizens when their service are needed.
   (B)   He or she shall also at all times have the general direction and management of all fire equipment, and in case of his or her absence or inability to act, such duties shall be performed by the Assistant Fire Chief.
   (C)   He or she shall inquire into and investigate the cause of all fires which may occur in the city as soon as may be after they occur, and report same to the City Council, and make an annual report to the Council of the condition of the Fire Department.
