(A) Within five working days after receipt of an application for a permit required in this chapter, the Director shall inform an applicant in writing of his or her reasons for refusing a permit, and any aggrieved party shall have the right to appeal in writing within ten days to the City Council, which shall consider the application under the standards for issuance set forth in this chapter and sustain or overrule the Director’s decision within five days of the next regular scheduled Council meeting. The decision of the City Council shall be final. A permitted individual shall be bound by all applicable park ordinances.
(B) The Director shall have authority to revoke a permit upon a finding of violation of any rule or ordinance or upon good cause shown.
