No grave shall be opened except by order of the husband, wife, father, mother, son, or daughter of the deceased, and then only for good cause. The city reserves the right to refuse any such request. The lot preparation fee shall be paid to the City Finance Officer before the grave is opened. This provision does not apply when disinterment is ordered by duly authorized public officials.
