It shall be unlawful for any person, firm, or corporation to pile, stack, or cause to be piled or stacked, any straw, hay, or other inflammable material within the fire limits of the city, or to keep gun powder (in excess of 20 pounds), dynamite, or other high explosives within the city; provided, that nothing in this section contained shall prohibit the safe keeping of reasonable supplies of gun powder for sale.
