§ 31.01 APPOINTMENTS; DATE.
   There shall be appointed by the Mayor and confirmed by the Council a Finance Officer, Chief of Police, Emergency Manager, City Administrator, and City Attorney, and each shall hold office until the following year’s regular July Council meeting and until the appointed officer’s successor is appointed and qualified.
