(A) After such pipes are laid, the dirt shall be removed from the site and the trench shall be filled with gravel so as to make the surface of the ground, when completely filled, level and as firm as before such excavation. Such work shall be done with diligence and dispatch and without unnecessary delay.
(B) No excavation shall be made in any street, avenue, or alley of the city after October 1 of any year unless an emergency condition exists and permission is secured from the City Administrator for said street, avenue, or alley excavation.
