It is lawful for any person to place on three feet of the outer edge of the sidewalk in front of his or her premises, any goods, wares, or merchandise which he or she may be in the act of receiving or delivering. It shall also be lawful for any person to display on or over the sidewalk in front of and within two feet of the building by him or her used as a place of business any goods, wares, or merchandise; provided that no goods, wares, or merchandise shall obstruct or tamper the free passage or use of the sidewalk.
