§ 30.02 MEETING; SPECIAL.
   Special meetings of the City Council may be held at any time on call of the Mayor, or in the case of his or her absence or inability to act, then by the President of the Council, or by four of the Aldermen in case of inability or refusal to act of the Mayor or President of the Council, to consider only such matters as shall be mentioned in the call for the meeting.
