All poultry and fowl must be contained with the following restrictions.
(A) Housing facilities and grounds shall be maintained in a clean and sanitary condition and in good repair. Flies, rodents, and noxious odors shall be controlled. Facilities shall be kept free from fecal matter and collected fecal material shall be properly stored and disposed.
(B) Facilities shall remain fully enclosed to prevent outside animals and migratory birds from entering the holding facility.
(C) Stored fecal matter shall not be allowed to accumulate on the property. Stored fecal matter shall be removed at least once a week.
(D) Construction and maintenance of holding facilities shall comply with city zoning codes. A holding structure shall be defined as an accessory building in the zoning code.
