§ 74.07 PARKING IN ALLEYWAY PROHIBITED; EXCEPTIONS.
   It is unlawful for any motor vehicle, truck, or any other vehicle to stop, stand, or park such vehicle in any of the alley or alleys in this city, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic-control sign or signal, except for the following:
   (A)   Delivery trucks delivering goods, or stopping to take on goods, or garbage wagons stopping to pick up garbage, which requires a stop or parking for that purpose; or
   (B)   Any private motor vehicle that is in the act of discharging or taking on passengers, or any emergency vehicle, ambulance, fire truck, or police or other law enforcement vehicle while in the performance of their official duties. Any motor vehicle or other vehicle that is parked off such alleyway, but encroaches upon such alley right-of-way in any manner shall be deemed to be illegally parked in such alleyway.
