For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
ABANDONED MOTOR VEHICLE. Any motor vehicle which is left unattended on any public street, alley, public place, or parking lot within the city for a longer period than 24 hours without notifying the Chief of Police and making arrangements for the parking of such motor vehicle.
CITY. The City of Milbank.
JUNKED MOTOR VEHICLE. Any motor vehicle which does not have lawfully affixed thereto both an unexpired license plate or plates or the condition of which is wrecked, dismantled, partially dismantled, or in need of repairs exceeding or equaling 75% of fair market value of the vehicle, or discarded.
MOTOR VEHICLE. Any vehicle which is self propelled and designed to travel along the ground and shall include, but not be limited to, automobiles, buses, motorbikes, motorcycles, motor scooters, trucks, tractors, go carts, golf carts, campers, and trailers.
PERSON. Any person, firm, partner ship, association, corporation, company, or organization of any kind.
PRIVATE PROPERTY. Any real property within the city which is privately owned and which is not public property.
PUBLIC PROPERTY. Any street, alley, or highway which shall include the entire width between the boundaries lines of every way publicly maintained for the purposes of vehicular travel, and also means any other publicly owned property or facility.
