§ 71.60 MAXIMUM LIMITS GENERALLY.
   Except as may otherwise be provided by this chapter, it shall be unlawful for any person to operate or drive any vehicle at a rate of speed greater than the following:
   (A)   Fifteen mph when approaching within 50 feet of any railroad grade crossing when the driver’s view is obstructed. A driver’s view is obstructed if at any time during the last 200 feet of his or her approach to such crossing he or she does not have a clear and uninterrupted view of any traffic on such railway for a distance of 400 feet in each direction;
   (B)   Fifteen mph when passing a school during school recess or while children are going to or leaving school during opening or closing hours;
   (C)   Fifteen mph when approaching within 50 feet and in traversing an intersection of a street when the driver’s view is obstructed if, at any time during the last 50 feet of his or her approach to such intersection, he or she does not have a clear and uninterrupted view of such intersection and of all the traffic upon all the streets entering such intersection for a distance of 200 feet from such intersection;
   (D)   Fifteen mph in traversing or going around curves or traversing a grade upon a street or alley, when the driver’s view is obstructed within a distance of 100 feet along such street or alley in the direction in which he or she is proceeding;
   (E)   Twenty mph on any street in the business section, unless a different speed is posted;
   (F)   Twenty-five mph in a residence district, in public parks, and public grounds, unless a different speed is fixed and posted; and
