§ 71.31 STOP REQUIRED WHEN APPROACHING.
   It is unlawful for any person traveling on any street, alley, avenue, or highway of the city with any vehicle, and approaching an arterial highway, to go upon or across any such arterial highway without first bringing his or her vehicle to a complete stop.
