It is unlawful for any person to drive or operate any vehicle or motor vehicle upon any public street, alley, or public ground in this city carelessly and heedlessly in disregard of the rights or safety of others, and without due caution and circumspection, or at a speed or in a manner so as to endanger any person or property, not amounting to reckless driving as defined in SDCL 32-24.1, and any such person so driving or operating said vehicle shall be guilty of careless driving.
