§ 52.21 FEES.
   The town shall collect the following fees, in addition to the rates and charges for service regularly imposed.
   (A)   Each customer shall pay to the town as a condition of obtaining service a fee equal to the actual cost to the town of the metering device and related yoke and other necessary plumbing and labor, machinery and tools reasonably required to connect the customer to the system; provided, however, that, the following minimum tap fee shall be payable to the town prior to the commencement of connection of the customer to the main line:

   (B)   In the event any charge is not paid in full by the twentieth day of each month, a collection charge equal to 10% of the first $3 of the delinquent fee, plus 3% of the delinquent fee which exceeds $3.
   (C)   Customers shall be charged a service fee of the greater of $20 or 5% of the face amount for each check returned to the town for any reason.
   (D)   In the event service is terminated by reason of the failure to pay the charges for services or any other fees imposed pursuant to this subchapter or any other ordinance of the town or for violation of the rules and regulations herein, the service shall not be restored until all delinquent fees have been paid in full and the town is satisfied that the customer is in full compliance with the rules and regulations of the town and all other ordinances of the town.
   (E)   The town may require that the customer deposit a sum in an amount as the town may reasonably determine to assure the payment of all services and fees which may be incurred by the customer.
   (F)   The town shall collect a fee of $100 for each bacteriological sample taken.
