Whenever the Council or its designee determines there are reasonable grounds to believe that there has been a violation of any provision of this chapter, it may serve notice of the alleged violation to the person or persons responsible therefor. The Council or its designee is not required to serve a notice prior to an order pursuant to I.C. 36-7-9-5.
