12-4-6: STREET IMPROVEMENT STANDARDS:
All new streets shall be graded, curbed, and surfaced in accordance with the standards of the Illinois department of transportation and the provisions of this section. (Ord. 1334, 4-18-2005)
   A.   Curbs And Gutters: All streets shall be bounded by concrete curbs and gutters. (Ord. 1334, 4-18-2005; amd. 2011 Code)
   B.   Pavement:
      1.   All streets and alleys shall be paved in accordance with the following minimum standards:
         a.   Alleys: Six inch (6") thick nonreinforced concrete.
         b.   Marginal access, local:
            (1)   Six inch (6") thick reinforced portland cement concrete pavement; or
            (2)   Seven inch (7") thick nonreinforced portland cement concrete; or
            (3)   Asphaltic concrete construction meeting department of transportation specifications and satisfactorily meeting appropriate village official's specifications.
         c.   Collector, minor arterial:
            (1)   Seven inch (7") thick reinforced portland cement concrete; or
            (2)   Eight inch (8") thick nonreinforced portland cement concrete; or
            (3)   Asphaltic concrete construction meeting department of transportation specifications and satisfactorily meeting appropriate village official's specifications.
         d.   Principal arterial:
            (1)   Eight inch (8") thick reinforced portland cement concrete; or
            (2)   Nine inch (9") thick nonreinforced portland cement concrete; or
            (3)   Asphaltic concrete construction meeting department of transportation specifications and satisfactorily meeting appropriate village official's specifications.
      2.   The thickness requirements in subsection B1 of this section shall be increased if traffic volume, subgrade or other conditions show justification for increased thickness. A subbase or base shall be constructed in accordance with the appropriate articles of the standard specifications when required by the appropriate village official. A subbase or base with an underdrain system may be required in areas where a combination of proposed street grade and soil type may lead to subgrade erosion and pavement undermining. The village may require additional engineering documentation to establish that the standards in subsection B1 of this section are appropriate for the reasons stated in this subsection B2.
      3.   Pavements shall be constructed in accordance with these standard specifications and in conformity with the lines, dimensions and grades shown on the plans and to the form and dimensions shown on the detail drawings included with and being part of these specifications.
